It is with great pleasure that I introduce to you; A Transportation Security Program brought to us; the membership of the International Brotherhood of Teamsters!



This is the central point for Teamster members to volunteer to keep America safe from terrorism.


First Observer™ is a voluntary counter-terrorism security training program designed for all Teamster members. The General President, General Secretary Treasurer, and General Executive Board, through proclamation, encourage First Observer™ training for all Teamsters.

General President Hoffa said recently “The security and well-being of the public is important and the First Observer training for Teamsters helps our members recognize potential threats and gives them the tools they need to save lives”. The IBT wants you to become a First Observer ™ You will be trained on how to Observer, Assess and Report those things you believe to be a danger to yourself, your family your community and our critical infrastructure and the foundation for our jobs.

“First Observer” is a national safety and security program that uses the skills, experiences and "savvy" of America's transportation professionals to help protect the critical transportation function that moves the goods and services and people across America.

“First Observer” is operated by Team HMS under a Cooperative Agreement with the Department of Homeland Security (DHS) Trucking Security Program (TSP). The program's mission is to administer an anti-terrorism and security awareness program for highway professionals in support of the National Preparedness Guidelines. A key component of the program is to recruit volunteers from the Trucking, Motor Coach Carriers and School Bus industries to act as our “First Observer” in reporting suspicious activities of either a criminal or potential terroristic nature to authorities.

I was honored to be in attendance out our Local 25 general membership meeting (November 20, 2011) when our President and newly elected Eastern Region Vice President; Sean O'Brien, introduced Mike Martin.

Mike Martin is a Western States Regional Coordinator, Former Recon Marine & Trainer.
